The most common usage of the term administrative division as applied to political units is in the presentation of political units on maps. An "administrative level one" unit represents the first level of political administration within a country.
Our use of the term administration is more broad as it includes both supra- as well as sub-national units. Specifically, we refer to the following kinds of entities with the use of our label, "Administration"
Political Units (independent states, dependencies, areas of special sovereignty).
Geographic Units (regions, territories).
A very few special political actors, such as the United Nations, G7 and other IGOs.
