Machine coding generates four variables for each literal source value and four variables for each literal target value: name, administration, level of organization and sector. For human coders, however, we have simplified the "name," "administration" and "level of organization" variables by collapsing them into one variable, called "association."
Therefore, human coders are simply asked to identify "association," be it national, regional or local for the source and target. The end result can be compared directly with our "administration" variable on the machine coding output.
